After a successful and commendable execution of ARY Film Festival in 2017, the festival is back again for its second edition in 2018 for which submissions are now open till December 31st 2017.
The 3 day festival commenced in May 2017 and screened 33 films, which were shortlisted by the jury from around 400 entries received from all over the world. Apart from the regular entries, the festival also came up with special screenings of internationally acclaimed films such as Maheen Zia’s ‘Lyari Notes’, ‘Brave Heart: The Lizzie Velazquez Story’ contributed by the American Film Showcase and Anjum Shehzad’s ‘Mah e Mir’. Additionally, Academy award winner Sharmeen Obaid Chinoy’s ‘Song of Lahore’ was also premiered at the festival. Delhi International Film Festival was also one of the collaborating partners of the festival.

16th Third Eye Asian Film Festival: VII
TEAFF was organised by the Asian Film Foundation and P.L. Deshpande Maharashtra Kala Academy, and co-organised by Prabhat Chitra Mandal and Akhil Bharatiya Marathi Chitrapat Mahamandal. An annual event, it is supported by Department of Culture, Government of Maharashtra. Screenings were held at Ravindra Natya Mandir Mini Auditorium, Mumbai, which has been the venue for the last few years.
In my last instalment, I covered two Marathi films. Today, we will talk about one Marathi and one Hindi film. That will still leave four films not yet covered, and those will feature in the next piece.

Directors Hemant Dhabade and Dayasagar Wankhede have made a hard-hitting documentary-like feature about corruption in, and commercialisation of, the education system in rural Maharashtra. It has a crusading zeal that is palpable throughout the 112 minutes of running time. The story and screenplay have been written by Rahul Salve, along with the director duo. Wankhede has written the dialogue. Choosing a real background, the film was shot in Kasu village, in Pen, close to Mumbai.
Missing school-teachers who make lots of easy money by teaching at coaching/tuition classes while playing truant during school-hours, putting careers of an entire generation of students at stake, forms the subject of this purposeful drama. Politicos run educational institutions funded by government grants, and a large portion of such funds is misappropriated. The dysfunctional or barely functional school plays havoc with the lives of students, since there is no other school in the vicinity. But to keep the wheels in motion, students are allowed, even encouraged, to cheat at examinations, copying the answers to the questions from, each other and from text-books. Passing examinations is all that matters. Not surprisingly, the school boasts of 100% results.
One teacher runs tuition/coaching classes, where he offers large sums of money to his colleagues, to persuade them to keep away from their school job. His logic is that the school management keeps defaulting on salaries, up to a whole year, so the teachers are justified in finding alternate sources of income. Two idealistic teachers stand-up against this crass commercialisation of the education system, and use fasting and satyagraha (non-violent protests, popularised by Mahatma Gandhi), in which they are joined by two students.
Popular comedian Anshuman Vichare, who acted in Shwaas, plays the role of a bearded teacher, with high moral standards, for a change. It is also a welcome change for Jagannath Nivangune, who has been typecast as a police officer, being cast here as the other crusader, along with Vichare. Both do a creditable job. Milind Shinde plays the unscrupulous opportunist who runs the coaching class, looking the part and apparently enjoying himself. Kamlesh Sawant, Anshuman Vichare, Jagannath Nivangune, Vipul Salunkhe, Anil Nagarkar, Kailas Waghmare and Poonam Waghmare provide adequate support.
Not an ideal package, Copy is at least an honest attempt at addressing a burning issue, with depth in writing.
(The schedule and the brochure mention only Dayasagar Wankhede as director. Wankhede clarified that this was a printing error and that the film was co-directed by Hemant Dhabade).

Indu Sarkar, 2017
One would have expected Madhur Bhandarkar to call his 2017 vehicle 'Politics'. It is about politics. In the tradition of Chandni Bar, Satta, Traffic Signal, Fashion, Page 3, Corporate, Jail and Calendar Girls, naming it Politics conforms to the pattern of deriving a title from the milieu. Bhandarkar’s films do have the settings the titles suggest, but are usually the stories of women and men who populate such realms. Chandni Bar was more the tale of its protagonist than the bar and the historical timeline of the religious riots in Mumbai. So, come 2017, Bhandarkar decides to name his film after his protagonist, who is an indirect victim of the political scenario in New Delhi circa 1974-77.
Those were the days of Indira Raaj (rule), Indira Gandhi being the iron-fisted Prime Minister of India. A series of events across the country prompted Gandhi to Impose Internal Emergency, suspending most constitutional and human rights, and a gunpoint regime was made operational. There were many benefits of a policy of zero-tolerance towards hoarding, absenteeism, train delays, profiteering and more, which were weighed against the rule of diktats promulgated by Gandhi’s younger son Sanjay, the most draconian of which involved razing dawn of slums in New Delhi and a nationwide forcible sterilisation of men of all ages, in an attempt to stem population growth. Bhandarkar, now 50, was a little boy during the emergency period, so his story is not a memoir, by any yardstick. Anil Pandey, who worked with him in Dil Toh Baccha Hai and Calendar Girls, is also a post-emergency citizen, as is the dialogue writer, Sanjay Chhel. So, the film is fiction meets research.
Yes, the negatives of the emergency constitute a significant part of the film, though with a name like Indu Sarkar, it was only logical to expect an indictment of Indu (Indira)’s Sarkar (government). Very early in the film, Bhandarkar makes it clear that his leading lady is an orphan by the name of Indu, who stammers and writes poetry, and Sarkar is her married surname. So, Indu Sarkar is not about Indira’s government. Indira Gandhi, as played by an actress, is seen for about five seconds, at the end, and has no words to speak. By contrast, there is ample footage devoted to Sanjay Gandhi, again played by an actor.
Barring occasional flashes of inspiration, and some good lines, the fictionalised re-enactment of the dark period is lack-lustre. Kirti Kulhari (Shaitaan, Jal, Pink) as Indu Sarkar struggles to make the stammering work for her, and only barely succeeds. Tota Roy Chowdhury (Shubho Mahurt, Chokher Bali, Kahaani 2: Durga Rani Singh) as Navin Sarkar comes with impeccable credentials, only to get wasted. Neil Nitin Mukesh (Johnny Gaddaar, New York, 7 Khoon Maaf, Jail) does look a lot like Sanjay Gandhi. His scenes have a uni-dimensional look about them. Rashmi Jha as Farzana (named to rhyme with Rukhsana; Rukhsana Sultana was reported to be very close to Snajay) plays along like a moll, the role having been written more literally than cinematically. Sheeba Chaddha as Mekhla and Manav Vij as Inspector Sodhi draw appreciation, while Mohan Kapoor as Sahani and Parvin Dabas as an Intelligence Bureau Officer are stock characters. Casting artistes of the calibre of Anupam Kher as Nanaji Pradhan and Zakir Hussain as Inspector Mishra is a colossal waste. Lastly, Supriya Vinod, as Indira Gandhi, comes just before the credits roll.
Of some curiosity value is the rendering of his father, Aziz Nazan's iconic qawwali, ‘Chadhta sooraj dheerey dherey dhalta hae,” by Mujtaba Aziz Nazan, retained in full and picturised with the screen representation of Sanjay Gandhi in audience.
Stray incidents and allegories do not add up to an impressive whole in Indu Sarkar.

This year’s festival will be held in 8 different venues spread out across Downtown Chandler over the course of 4 days. Our venues all have different styles: theater rooms at Harkins and Alamo Drafthouse Cinema, ballrooms in the San Marcos Crowne Plaza Resort, restaurants where attendees can eat and drink while watching some amazing films, and outdoor screenings where you can enjoy the beautiful Arizona January weather!
3) Activities
At our festival, we do more than just show films. We host a lot of other exciting events! We will be hosting a Workshop, taught by industry legend Dov Simens, where local people and filmmakers alike can learn professional filmmaking techniques in just two days! For the first time in Arizona history, we will be hosting a Film Market, a place where locals and filmmakers can go talk with film financiers, distributors, and other industry professionals. Over the course of the weekend, a Silent Auction of film paraphernalia will be going on. You can bid on items used or made by famous film people and the person with the highest bid wins!
4) Free Hollywood-style red carpet
This red carpet is not just for celebrities and filmmakers. You can make your red carpet debut for free! Get dolled up like a celebrity, walk the red carpet and get your picture taken and participate in some media interviews!
5) Film, fun, and festival
Over 300 filmmakers local and international and over 1,000 local people come together for indoor and outdoor festival screenings! Every night of this event there will be after parties with celebrities and filmmakers. This is the perfect place to network, meet with local talent, and connect to start making something fun, new, and exciting!

MIFF 2018, II
Mumbai International Film Festival (MIFF) for Documentary, Short and Animation Films, which begins on 28 January, 2018 in Mumbai, has released the list of films to be screened in four sections. Here is the list of films selected for the International Competition section, in the two duration-based categories, 45 or less and no specified duration. The shortest of the lot runs for 15 minutes while the longest is a marathon 183 minutes long. Films come from India, Canada, Australia, USA, UK, France, Austria, Poland, Finland, South Korea, BanglaDesh, Estonia and Singapore.

Australia’s most evocative cultural film event, the Alliance Française French Film Festival, returns to Adelaide’s Palace Nova Eastend Cinemas from 22 March to 15 April 2018. Celebrating its 29th season and running across seven cities and two satellite locations from late February to early April 2018, the Festival, which screens at Palace Cinemas throughout Australia, is proudly presented by the Alliance Française in association with the Embassy of France in Australia, Unifrance Films and the gracious support of esteemed Presenting Sponsor, Renault Australia. Grossmann Fantastic Film and Wine Festival is calling all fantastic filmmakers to submit their feature films, shorts and music documentaries to the 14th edition of the festival which will take place from the 10th to the 14th of July in Ljutomer, Slovenia. Deadline is the 1st of May.
Selected feature films will compete for Grossmann’s most prestigious award, the Vicious Cat.
Selected short films will compete for the Slak's Vicious Cat award for Best Short Film or the Melies d’Argent award which will enable the winner to compete for the Melies d’Or award, given to the Best European Fantastic Short Film by the European Fantastic Film Festival Federation (EFFFF) at the end of the year’s festival cycle.
Submissions are also open for the Noisy Cat award for Best Music Documentary.
Feature live-action and animated films that will not be selected into competition programs will be considered for other festival categories.

TIFF will be held for 10 days from October 25 (Thu.) to November 3 (Sat.) at Roppongi Hills, EX Theater and other venues in Tokyo, while TIFFCOM will be held for 3 days from October 23 (Tue.) to 25 (Thu.) in Ikebukuro, Tokyo.
TIFF was launched in 1985 as Japan’s first major film festival and in the ensuing years, shined a spotlight on exceptional films and filmmakers from around the world. Celebrating its 30th anniversary last year with an expanded program, the 30th TIFF drew 201,790 attendees, an increase of 11% over the previous year.
TIFF Festival Director Takeo Hisamatsu commented: “We are very grateful for everyone’s participation and enthusiasm at the 30th Tokyo International Film Festival last year. For the 31st TIFF, the entire TIFF staff will do our utmost to make it even more appealing by further enhancing our program and related projects. We look forward to your continued support.”

IN THE PALACE is an international festival dedicated to short films, new media and digital arts under 27 minutes in length. The main purpose of the Festival is to present contemporary film art from Bulgaria, Europe and the whole world. IN THE PALACE ISFF provides an exceptionally favorable environment and platform for expression for both young film artists and established professionals in this artistic field. Established in 2003, the festival had grown from a competitive forum for student films into the largest and most prestigious short film festival in Bulgaria and the region.
The festival is implemented within a week and consists of several main components:

• ON FOCUS programme
• Q & A sessions
• Filmer Forge educational programme
• Pitching session
• Film industry market
• Videolibrary
• Side musical programme
IN THE PALACE is organized by Format SFF Foundation and Community Centre Veshtina in partnership and with support of Sofia Municipality, National Palace of Culture and Bulgarian National Film Center.
The total award fund of the Festival amounts to 10 000 EUR payable in gold.
Festival Rules and Regulations
1. Eligible films must be maximum 27 minutes in length and completed after 1 January 2016.
2. The Festival accepts individual and institutional submission (i.e. production companies, distribution companies, film academies, national film centers, television networks, creative associations, etc.).
3. Entry fees and deadlines*:
FIRST DEADLINE: 15 of April 2017 - 15.00 EUR for the International and National Competition Programs;
LAST DEADLINE: 15 of March 2018 - 20.00 EUR for the International and National Competition Programs.
* Authors whose films have been selected in some of the 2 most recent editions of the Festival shall not be charged a submission fee.
** Authors whose films have been awarded or nominated in previous editions of the Festival shall not be charged a submission fee.
On 01 May 2018 the Festival will officially announce its final selection for the International and National Competition Programs.
4. The Festival does not pay any screening fees.
5. The total award fund of the Festival amounts to 10 000 EUR payable in gold.
6. The Festival Competition Program includes:
I. MAIN COMPETITION PROGRAM
ONLY for films having their Bulgarian premiere at the Festival, including the following categories:
-Fiction
-Documentary
-Animation
-Experimental films, hybrid forms and formats, digital art works.
Films and audiovisual works PUBLICLY SHOWN IN BULGARIA or RELEASED ON-LINE ON FREE ACCESS WEBSITES or PLATFORMS are NOT ELIGiBLE for this Competition Program.
II. STUDENT COMPETITION PROGRAM
Includes the following categories:
-Fiction
-Documentary
-Animation
-Experimental films, hybrid forms and formats, digital art works.
Eligible are only films that have been completed during the study years of their directors.
III. NATIONAL COMPETITION PROGRAM
ONLY FOR BULGARIAN MOVIES, including the following categories:
-Fiction
-Documentary
-Animation
-Experimental films, hybrid forms and formats, digital art works.
Eligible are films produced in Bulgaria or co-productions with Bulgarian participation.
7. The Festival appoints a Selection Committee and a professional International Jury to assess the films shown at Festival.
8. Authors of selected films will be timely informed about the decisions of the commissions.
9. Accreditation applications should be submitted via E-MAIL (guests@inthepalace.com) not later than 01 June 2018. The Festival has the right to decline accreditation; in this case the applicant will be timely notified.
10. The deadline for sending screening copies of selected films is 01 June 2018.
11. English subtitles are mandatory for all the movies, also for the ones with English dialogues. The subtitles must be always burned in the movie.
12. The recommended format of screening copies, together with all technical requirements, are sent to the address specified in the application. Once and if the movie is selected the recommended format of screening copies, together with all technical requirements will be sent to the mail indicated in the moment of the submission; please check carefully that the address is correct. If you don’t receive any communication, please write us asap to mail@inthepalace.com to check the status of your movie.
13. The Festival reserves the right to screen the preview copies of the films presented at the time of selection, if the screening copy is late and/or is different from the one selected, and/or in case the technical characteristics of the screening copy are different from the ones accepted by the Festival.
14. The Festival will cover the accommodation of one film representative per film of the movies selected in the competition program. The accommodation will be arranged based on preliminary accreditation. In the case of late applications the Festival will not be responsible if the accommodation capacity is filled up.
15. The Festival reserves the right to include films that have not accumulated enough selection points to participate in the competition programs, in thematic non-competitive festival programs.
16. Copyright and other rights owners of the film agree to its inclusion in any Festival and further presentation programs, such as gratuitous publication and showing of screenshots, trailers and parts of the film (online or via other media) with the purpose of presenting the film’s participation in the Festival.
17. Further to the Festival’s mission to preserve and protect short filmmaking as part of contemporary cultural heritage, all submitted demos of films will be automatically included in the Festival Video Library for a period of 10 years, and will be accessible for non-commercial and professional viewing. In the absence of an explicit written request on behalf of the rights owners at least 2 months before the expiry of the above 10-year period, the permanence of the movie in the Festival Video-Library will be automatically renewed for another period of the same duration (10 years).
18. The Festival Director has the right to personally resolve any cases not covered by the present rules and regulations.
19. The submission for participation in the Festival constitutes acceptance of all the present rules and regulations.
The Festival reserves the right to cancel an Application for participation and undertake action in case of breach of the present rules and regulations and/or indecent behavior: acts of aggression and arrogance, intolerance towards difference, etc. that undermine the Festival’s name or impede its normal proceedings.
Any legal disputes shall be resolved by a Bulgarian court.
MIFF 2018, III
Films in the National Competition section of the Mumbai International Film Festival (MIFF) for Documentary, Short and Animation films have been categorised into Long Documentaries (above 60 minutes), Short Documentaries (up to 45 minutes), Short Fiction (up to 45 minutes) and Animation. Altogether, 43 films will be shown, varying in length from 6 minutes to 112 minutes.
